"Nobody wants to do anything and nobody wants to take ownership of what can be done to get this fixed," says Stumpf.
The problem is the Riverview Gardens Apartments are in the city of St. Charles but all the land around it belongs to St. Charles County. Residents say whenever they call to complain about a ditch that constantly floods, they get ping ponged from one government to the other. Meanwhile, the water keeps coming.
Resident Sue Borders says, "It has happened twice in the past two weeks. It comes up and we have to move our cars over to IGA every time it rains."
Michael Spurgeon with the City of St. Charles says," If the city has responsibility then we certainly need to sit down and talk about that and I am willing to do that."
The Director of Administration did have a private meeting with the owner of the complex but no details have been released. Meanwhile, St. Charles County says the portions of the ditch in the county are on private land and that after inspecting it they found it overgrown in many spots. They will try to work with property owners and also the city to get it cleaned up so the ditch flows better.
